Pedestrians are excluded because they don’t produce traffic whatsoever. But, the stock game and NAM only count customers if they’re transported using cars, trucks, subway trains, passenger trains, freight trains, buses (if Bus Contribute to Traffic option in TSCT is enabled, which is default option as of NAM 39), monorail trains, and elevated rail trains. That’s because, no customer means no revenue which can be turned into a profit, of course. Customers are the backbone of commercial.
